Cullen actually will be a companion and LI, a straight LI.
There will be no "fade to black" involved during the romance and only one kiss, your first kiss that is, near the end of the game, after you'll say "I do" and the Divine herself blesses your bond in the sight of the Maker.
You will not be able to marry Cullen as a mage, unless 1) your Warden was a female Amell and sided with the Templars, 2) your Hawke was a female mage and sided with the Templars and 3) your PC is a female Spirit Healer and you have never ever touched Blood Magic/helped any Blood Mages.
