I will say this: It's a heavy son of a ****. My BatarSent has 121% cooldown with it, and using nothing else, my Kroldier has a Cooldown of 141%.

You can take a picture of your screen. No one is going to believe you until it happens.

As for initial tests, it seems pretty powerful, but like the Incisor, it seems to suffer from extremely angry recoil, especially outside of cover. I'll give it proper testing on a few of my favored classes (Tursent for example) for balance soon enough.

I'm betting they just added it same as the PPR and it will show in balance changes that probably just went live
