As for initial tests, it seems pretty powerful, but like the Incisor, it seems to suffer from extremely angry recoil, especially outside of cover. I'll give it proper testing on a few of my favored classes (Tursent for example) for balance soon enough.

Balance changes are out, I just restarted the game and tried to join a friend's lobby that has been online for 3 hours now, different versions.

Perhaps there is some truth to this after all.
