I was thinking something similar to what Gemini1179 suggested, along the lines of opening up all (or most, maybe just the main ones like Salarian, Turian, Asari and such) races to be playable in single player, allowing the player to pick his race and class. From there:
1. Start on the chosen race's homeworld as part of either their special
forces, or possibly a merc group (doesn't have to be established. We're starting anew, right?), or freelance (this is where
your background can come in, not necessarily tied to
your choice, just brought in along side it).
2. After character creation, you are thrust into the world. To advance the
game, you accept story missions and side missions from a jobs board or something similar and ascend ranking in
your chosen organization. Most side missions add to the story or (in)directly have some effect on aspects of it.
3. Along the way, you can meet companions, some tied exclusively to the chosen organization and/or paragon/renegade system, some crossing multiple storylines. Same goes
for villains/enemies: Sometimes you rub possible companions the wrong way, and they become
your enemy, depending on the decisions you make in the story. Standard, set-in-stone villains exist, as well.
4. You work
your way to earning
your own ship, beginning
your journey working under someone else until you're of high enough rank to have
your own (unless you go freelance. Then you get to be a stowaway until you earn enough money from jobs or hijack a ship or something). You still gather companions while on
your superior officer's ship (or hiding away in someone's ship), but there is a limit. Or you could get a ship somewhat early in the
game, be
fore too many companions accumulate. I'm leaving things open.
5. Customization. Let's have a lot of that. Similar to ME3's armor system, where you choose
your helmet, chestplate, shoulder pads, arm guards, and bottoms, but with the addition of more armor, maybe specialized,
for instance a set of arm guards that channels biotic energy and changes
your melee attack, or a set of bottoms with boosters that allows
for quicker dodging, changing a dodge roll into a quicker, further sidestep. And a simpler way to compare armor stats and effects. Add more patterns, and allow the coloration of separate pieces of armor. Same goes
for guns. Add an additional mod slot, and flesh out the mods more. Instead of specific ammo, how about a mod that changes the ammo type be
fore the bullet leaves the barrel? Or a mod that adds a shield to the end of an Assault Rifle/Sniper/Shotgun to give slightly more protection/damage reduction when firing from cover? Maybe a stabilization mod that allows
for blind fire at reduced accuracy (Scopes wouldn't help. Doesn't make sense that a scope would help blind fire, does it?). And gun color and patterns. But that's just me. There are many things that can be done here.
6. Customize
your allies, too. Or let them dress themselves
for battle. But don't just have 2 or 3 alternate armor set selections
for each character. Same goes
for their guns. And why not customize the ship, while we're at it? Nothing major, just 3-4 major components, and the colors and pattern. Internal design would be nice, too, but not totally necessary as long as the ship doesn't look the same as when completely different exterior parts are used.
7. Multiplayer. As much as I enjoyed the multiplayer mode in ME3, focus on the story first. This doesn't necessarily have to arrive in the main
game, but it'd be lovely if it was included at some point. And far more fleshed out then 3's. Give us missions with multiple areas, objectives, more than 3 enemy factions, and some complex maps. And, if possible, keep the customization options available in single player. If not, give us different armor sets, not just one standard one. And maybe additional powers
for each class, tied to kits, sort of like a new class, but within the constraints of the original class. It's similar to what was done with the Asari Adept/Justicar, but without the need
for another character, just a power set. And lore is all up to you. You can do it in the universe, and tie it to lore, or you can just call it a combat simulation, and leave it mostly independent of lore.
And that looks to be all I can come up with right now. Feel free to add anything or change anything, I don't mind.
EDIT: Minor grammatical errors fixed and some clarification added.
