Yes.
I tested my Argus X on my human soldier, used the stability mod and ap mod. Zoomed in its pretty accurate, not as accurate as the vindicator mind you but I was getting all three rounds into my targets and got a few head shots in.
I do think it could use a bit of a damage boost to make it fit in with the rest of the gold weapons. Maybe so its 3 round burst is just a bit lower than the Saber when all three rounds hit.
