Honestly, I've always done a "save everyone" in ME2, but for ONCE, I'd like SHEPARD to decide WHEN to install the IFF. Make a patch that if you import an ME2 Shepard who completed the game perfectly to let them pick when to install the IFF so I can take along Legion on some quests. Sheesh.

I think there's an editor or a mod that lets you get Legion earlier in the game.

That's true. If you're on PC you can use Gibbed to get characters like Legion, Tali etc as soon as you like so you can play them in the first half of the game before Horizon. It's a bit story breaking because it doesn't give you the character acquisition missions, it just fools the the game into thinking you've already done them so they just appear in whatever part of the Normandy they're normally found. But it does mean you can take them on missions and hear some dialogue that was written and recorded for them before the team was divided into people you could get before Horizon and people you can only get after Horizon. Easy enough to do in Gibbed, just a matter of finding the henchmen tab and ticking some boxes next to the names of those you want. Gibbed warns not to do this until after you have met The Idiotic Man and I had some weird things happen when I did this between that and arriving at Freedom's Progress so I'd leave it until after you get on board the Normandy.
