100% of basic attack damage vs enemies that attack in melee?? How does this work?

I've seen a few items with this on  them - usually from DLC I think - how exactly does this work and how good (or not so good) is it going to be?

Enemies that attack in melee? Do they have to be attacking the one wearing the item for it to apply or would it work for say an archer or mage party member that was attacking a warrior type across the feild thats attacking another party member in melee? Posted Image

Well I found a little info on the wiki and apparently this has nothing to do with your own current attack damage (which is what I thought it modified) - Posted Image
 
Instead it apparently automatically damages any enemy that is attacking you in melee with 100% of whatever your current basic attack damage is regardless of where your own attacks are being targeted.

(thus I assume that this damage would be in addition to your own attacks if you are targeting said creature as well).

I assume that the amount of damage these enemies actually take is still based on their own armor and any other resistances and/or immunities they may have and also assume that this damage would be applied to them every time they strike at you - but do not know if it applies if they swing and miss. The wiki also mentions a bug related to it where if you are a reaver and have Aura of pain turned on - it counts this as a melee attack against your self and thus adds your weapons basic damage amount to it... ouch

(don't know if this bug has been fixed or not)

It's basically some kind of counterattack ring which deals the same amount of damage that you receive back to them.

It's kind of crap though, since enemies have low damage high health ratios while you have low health high damage ratios.. so you end up returning next to no damage in return while receiving a fair amount of damage.

So the counter-attack is based on the attackers base attack and not the item wearers base attack? I never would have figured that out LOL...Posted Image

Might be handy when going up against Merideth or especially the Arishok though...
