Reached Kirkwall trying to get money for the trip with the dwarves

Trying to buy/sell at the armour stand and nothing happens. All merchants just shout out, best price or something like that but no one actually lets me buy or sell. Do I have to reach a certain point to be able to do this?

Are you clicking on the "store" icon? Usually a chest on their table as opposed to clicking on the merchant himself...
