I have 2 issues:
1st  in mass effect 1 the council was saved by shepard and all lived....in masseffect 2 the council is reported to have been killed by  sovereign if these games carry over to the next  edition how can the death of the council be? or is there something i need to do to make this happen?
2nd i am trying to complete the mass effect 2 final mission with minimum casualties is there a  squad pick the reduces the number of deaths to the one that returns with the rescued crew or a selection that has no casualties and ow do i transfer all this to mass effect 3?

In the first game saving the council is optional. If you save the council and import that character into ME2 then the saved council will be part of the game. If you let them die and import that then obviously people talk of them being killed in Sovereign's attack. This latter option is a kind of default and playing ME2 without an ME1 import will always mean the council died, among other things. Can't really say what in the spoiler free area.

Don't quite understand your question. You can complete the game with no deaths at all among either the squad or the crew - the one that returns with the rescued crew can survive as well. However it's not simply a matter of squad pick but also loyalty to Shepard and upgrades to the Normandy. Again, can't really go into details because you've posted in a no spoliers allowed part of the forum, but there's an exhuastive thread on the subject in the ME2 campaigns and quests forum.
