Dark Energy could be a great new main 'villain' for the next trilogy (with heavy modifications of course from the original concept). I think it would be very interesting. Have conflicts/situations arise because of natural threat that can't be talked to, that doesn't have motivations, that simply happens. Add Leviathans to that and all the possibilities of interactions, co-operation and/or conflict with them in face of the Dark Energy threat, and we could have a great new Trilogy.

The Terminus isn't just mercs and slaver groups: It's filled with planets of former council species that don't want to be under Council jurisdiction. It was implied heavily in ME2 that the Terminus would be very powerful if united, which is why the Alliance didn't want to go after the missing colonies there.
There's also the fact that the Batarians were a big part of the Terminus too (until they got steamrolled by the Reapers anyhow).
Also, it doesn't have to be a war between the Terminus and ALL of Council Space, but rather a small section of it. Same way in DA:O it's not all of Thedas vs the Blight, but just the country of Ferelden.

Oh ok, that's where they're from. The guy with "steamstacks" in the back made me think something else. But yes, basically something like these guys would fit the bill nicely.

Eh no. The Hegemony was not affiliated with the Terminus Systems, and they at best made some profit from the pirates and slavers willing to work with them. And there are only two former Council species, one of which doesn't even have a planet anymore, and the other was, as I said, not located in or really affiliated with the TS.
The TS has slavers and mercs groups, but nothing that is even a remote threat to any of the council species.
Point in case, the Skyllian Blitz. The largest "army" of TS mercs and slavers ever, and they got curbstomped by a handful Alliance soldiers and ships. The TS was never and will never be a threat to the Council and its members.

Simple: you can't, and you never will..,. They've already threatened all life in the galaxy, there will be no higher stakes unless the Daleks are the new enemy and they want to outright destroy the universe.

It think it will be incredibly difficult(and inefficent) to build an ME4 title in a similar way as the shepard trilogy. Its POSSIBLE to continue the mass effect franchise, but you cant keep on doing it the same way with just throwing bigger villains.
This is why I -seriously- doubt the leviathans will play a massive role as the main thugs in a new ME title. Dark energy seems more likely because its a lot more moldable and above all, it can be turned into anything Bioware wants it to be.
But hey, stuff can be inter-galactic too. Aint exactly a shortage of other galaxies around out there.

Much like most of the series, the game has a main plot (Reapers in ME3) but subsequent sub-plots (Cerberus). They can open up a wide spectrum of plot lines for the next game. With the Leviathans now unafraid of coming out of hiding since the Reapers are gone, they can transcend into there "We were the Apex of before and we will claim that place" ideal. Has anyone also ever thought the Yahg could be a huge part of the next game? They may not be Space Faring, but judging by the fact that the former Shadow Broker before Liara had it documented that he learned and grasped concepts at a seemingly drastic pace, what's not to tell us that the Yahg could be uplifted by the Leviathans as massive thralls to over take council space? There is the whole "Adjutants" campaign in Omega as well, but we won't know for certain if they will be wiped out in the DLC or not. Bottom line is, there is so much to add on. I just want Shepard back for the ride. Liara misses him :( <3
