It looks like the sort of animated paintings one might see in Flash.... each is a layer, but they move relative to each other, and you see animation in the background, ambience. I think I've seen it used as the imagery for an intro... maybe to the MotA DLC? I wouldn't expect a 3D render, that's unrealistic and all of the loading times would be on the main menu, so people would mod that out quick.
EDIT: Looking at the intro shows the DAII's style of the.... 'paper cutout', but I was referring to a similar effect with digital paint. Y'know, more realisitc, less stylised.

Then by pressing a few buttons and selecting your character, bam. Your character shows up on the cliffside overlooking Pandora while any characters your friends are playing (if they're gonna play co-op with you) show up in the back.

I remember playing Origins the first time. I didnt play any bioware game before that and had no clue bout the DA universe went into the game fresh. Dont know but something about the main menu and its combination with backgrond music really appealed to me. It gave me goosebumps. I stayed there and listened to the music for a few minutes before starting the game.
It was my starting impression on DA and BIOWARE and strangely even though there were so many other cool first impression moments that one I remember the most clearly. Guess all i am saying a good presentable menu though may seem trivial it can in some way have an effect on existing and future fans. Atleast it had on me.

Damn straight. A main menu done right captures your attention and keeps it, is clear and easy to use, and leads in well to the game itself.
Simplistic menu styles like Skyrim can do this, but so can unique dynamic menus like B2's.
I'd like to see the dynamic one over the simplistic one, only because it gives Bioware a chance to showcase the modified Frostbite 2 engine their using even before the player gets into the game.
Swaying trees, flowing hair(hopefully), nice music, it can capture the feel of the game better than any simple text menu could.

Anyways, have your Protagonist (Inquisitor I guess) standing on a black scenery, Dragon Age: Inquistion and your Character are the only thing available at the beginning. If you haven't made a character yet, then it's just the title and the black scenery.
Now, as you play through as that Character you'll unlock locations in the background, showing off where your adventures have gone and a bit of the choices you've made. On the side it might show a village, destroyed or fortified depending on your choice, a circle of the magi radiating or burning, again depending on your choices. The entire time, you character would change his appearance depending on his gear acquired in game, and maybe showing a more 'renegade' or 'paragon' standing stance depending on your choices in game. This would go through for the entire game, and DLC would add to it as well.
If you chose to play as a new character, the same thing would happen, reflecting their adventure the next time you come to the Menu Screen.
I think it would be really cool if done right, and properly.

I really love the concept. Having the main menu show your progress and gear is something that just feels right in a game.

I'm of this opinion as well.
If they feel it'll move more boxes they'll probably do it, but the aesthetics of the main menu is probably at the very bottom on the list of things I care about in video games. I mean graphics and environment are below gameplay and story for me, but this is really at the bottom. I don't spend much time at menu screens and I don't want to spend much time there. I'd rather play the game.

That menu, man. Scenery can do a lot more than we think.
I want DA3 to succeed. If this idea helps even in the slightest way, I'd love to see it happen.
