Humor me, and my hairbrained madness here.
1: What's weight to weapon platform classes? Pretty much nothing, right? They can use the heaviest weapons in the game with impunity. Claymores, Typhoons, etc.
2: Would a caster, even with a light weight claymore out DPS a class that excells in weapons? The Pirahna might illustrate this. Would their powers really make up the diffirence? Would things even out a bit? I can't say. I'm not a number cruncher.
Would an Asari Justicar really melt a boss faster than a Destroyer even with a 0 weight claymore, or pirahna?
When using a power, a person isn't shooting. This takes weapon DPS out of the scene for a few seconds.
Okay, my plan has flaws. With weight gone, there's less keeping people from gravitating to the strongest weapons, but honestly, people tend to do this anyhow, even if they try to keep it in reason with cooldowns. They put up with the flaws in the weapons for the bigger damage bar.
I'm hoping my plan at least has atleast some merits.
Quite possibly my craziest idea yet! What if we lower, or remove the weight of -all- weapons?

I really dunno. The main issue, see is that most Soldier classes are just as dependent on having a fast cooldown as the normal caster classes, and for the most part they don't really get any kind of passive bonus to set them apart from the others. The idea, according to Bioware, is that you can overencumber them and just have them carry all the heavy, beast weapons around and destroy with them, but that's really just hardly the case.
I do think that your idea is flawed in its current state, since being able to tote around heavy weapons while having 200% cooldown would obviously significantly upset the balance of the game.
But your idea has promise. I've never really thought about it much, but the weight system is extremely flawed, especially with the soldier case. It's part of the reason why certain weapons being "overpowered" has such a significant effect on this game, since the ideal setup is having one extremely good gun, since ammo typically isn't a massive issue.
But I do like your idea. Maybe it's not conceivable with the amount of new guns, but I feel like the current system has to go.

As of right now the most powerfull classes/races in the game are
Human Sentinels
Asari Adept
Turian Sentinel
Reason, because Warp+Incendiary ammo added in with the ability to set off your own tech/biotic explosions constantly always overides w/e a destroyer or a Geth Infiltrator will do. (at least with the broken azz scoreboard.)

Hmm.. With the current payoff for power spam? No, it probably wouldn't make the Justicar much stronger than GI or Destroyer. But then again, there's so few classes that genuinely don't care about weight, which itself affects balance..
I dunno. I think I'd rather see improvements to weapon switching, and just.. a few more advantages to carrying a sidearm.

Main problem here, honestly, is that it probably wouldn't be in our favor. Instead of 200% cooldown bonus, they're probably set it to 0, so classes that ignore cooldown would still dominate.
I agree, though. I don't think an Asari Adept with a Claymore would be more useful than a Destroyer with a Claymore. Oddly enough, I've always thought the weight system failed on all levels.
1. It doesn't count for all classes. Some classes don't care about cooldowns and such weight won't be a reason for them to pick the Avenger.
2. With the class talent OR ULM mods you can either bring two weapons to around the same weight or make the heavier weapon even lighter than the one that's light by default - meaning it will be stronger AND lighter, or be stronger and have the same weight.

I use a Claymore Fury.
Throw has low enough CD to work on pretty much any CD% 2.0 - 2.2 seconds with 10-60% CD (Can't say for certain not near my darn game.) And that is enough to be able to spam BC with AH and add to that The Claymore and you're a humanoid typhoon of death and destruction.
So i think Weight is an interesting part of the game mechanics and I pretty much try and subvert it anyway I can and create builds that still work at 60-10% CD.

What if only the negative side was taken out? So casters could still have a cooldown bonus 200%, but if better weapons are used, the CD can't go down and just be the base value. classes that are both weapon oriented and power, would extremely benefit, while people who only use powers wouldn't complain, since they can still have their 200% bonus. Thoughts?

I think the current weight system is quite got the job done. The idea is players have to choose between power spammer with light weapon or weapon centric class with limited power spamming. classes which ignore cooldown are few - destroyer, damage spec infiltrators, Krogan sentinel without incinerate. These classes depend on good weapon to dish out enough damage to contribute the team.
Do these ignore CD classes break balance? To an extent but they got their own flaws to compensate - lack of CC and free explosion from TB/BE are pretty big disadvantages in my opinion.
If BW really going to abolish the weight system then a new, probably more strict system like the class specific from previous title will be implemented. I don't like that.

Dumb. Mass Effect 3 combat is based around this new system (not employed by ME1 or 2) and it works in it's own nice way.

From time to time people who don't really like a game make proposals like these to jaz them up a bit. Why don't we remove the net in ping-pong/tennis so the ball doesn't hit it anymore? Why don't we make the soccer goal twice as large to increase the number of goals? Why don't we just allow doping in cycling?
Maybe the ultimate football experience would be the removal of all the rules and restrictions. If you can assemble a team of 200,000 men, build a contraption to launch the ball from an altitude of 50,000 ft with pin point accuracy at mach 2.5, and disable the opposing team with nerve gas, go for it! Of course then it's no longer football but modern warfare.
The restrictions are part of the game, and managing them is part of what makes it fun.
