 Whats Better, A rogue or a Warrior.

And for the DLC can rogues get the blood dragon armor?

And Can warriors use ranged attacks?

answers:

1) flip a coin, if you have regrets, blame the coin.

2) they can, theoretically, but the STR required is not favourable for rogues, and it doesn't fit their theme at all.

3) yes, they can use bows and crossbows

That depends on(standard-answer of an economics-student ;)) what you intend to do with your character.

Pretty much this. Essentially the rogue gets a few extra 'tricks' that let them do certain things warrior's can't (such as backstabs) but warriors get abilities that let them just push through (such as a passive ability that restores stamina when they kill something).

It's perfectly possible to build a rogue with high strength, but it's not really that useful per say: a rogue with very high dexterity can just dodge attacks instead, and complements an archer/dual weilding rogue too, as they need dexterity to get access to some of the abilities.
That being said, there's nothing to stop you taking a warrior and focusing on a dexterity build.
