Tallis because I vehemently dislike her and Oghren because he's already had enough screentime. I like Zevran, but his cameo in DA2 was pointless and I'm worried the same thing would happen in DA3.

Snark aside, I don't want to see another rushed beginning where all character development is skipped in favor of getting directly into the action, or another cliffhanger ending for characters. Don't want to see another hybrid action/tactical system like in DA2 and would rather have it be action, tactical, or action while you're using a character and tactical as in you set party tactics. I don't want to see another paraphrased dialogue wheel. Nor do I want to see spikes everywhere, on everything, including on other spikes, as an art style. And no, I don't want to see Tallis either.

The only people I don't want to see are any characters that have effectively finished their story. If all the loose ends have been neatly tied up and packed away in a box, then there's no reason for that particular character to make a return.
Anders is a good example of what I would not want to see - His story is effectively over, he is either dead or content in the knowledge that he set the world on a path of chaos and destruction. He doesn't need to return. The fact that there's the distinct possibility that he could be dead is just further reason for me to not want his return. (Please note I said Anders, not Justice.)

One the one hand, you want the world to feel connected. Like the games are taking place in the same world, and that they're not just unrelated stories. One of the best ways to do that is with cameos and appearances of previous characters. Alistair, Leliana, Zevran, Sandal, Isabela, and Anders are just a few examples of using that technique to bridge games.
However, you don't want the world to feel too small, either. You don't want your fans going, "Man, why is this relative nobody from nowhereville ALWAYS around important events happening all over the world?". Introducing new characters, places, and points-of-view is this best way to accomplish that goal.
All of that said, because who I do not want to see: Anyone that doesn't make sense. If there's a major qunari thing going on, Tallis would make sense (depending on context). If there's no qunari thing going on, though, I don't want here there, because then it's just shoe-horning her in. (I would call it fan service, but the fans don't seem to like her, so she might be a bad example).

and the only way I want to see Sandal again is if he gets possesed by a demon and needs to get killed. I think he is so annoying.
