I'd credit that to the sped up development.
The difference with long hair is the need for physics + collision detection. It's a different process. With Hawke's hair (I assume) the hair was modeled in place and happens to clip in some animations. With long hair + physics unless you tell it how to behave it will go where it wants and lay how it will. I was looking at Geralt's hair in TW2 and even for that straightforward hairstyle it's very stiff and clips thorugh his trapezius and is generally kinda weird.
Short hair = model it so it doesn't clip.
Long hair = model it, rig it, and spend hours and hours testing and weighting and tweaking to make sure it not only doesn't clip but also behaves like hair.
