Why an External Force has to be fueling the war ?

The Divine and Leliana think that people from outside are instigating things on Kirkwall. Cassandra thinks Hawke went to Kirkwall to stir up trouble. The survey leaked about the Inquisition plot tells us about a possible external force / organization stirring trouble.

Why ?

As Anders said, is not like any mage with a brain could not come up with "The Circle and Templars suck, let's rebel!"

Slaves have rebelled in Thedas, non-mages rebelled against Magisters, now why mages rebelling has to be at the prodding of some external force ? Couldn't it just be the product of 1,000 years of abuse ?

Perhaps Tevinter is trying to cause the civil war to destroy their opponents in the Chantry and the Circle? That seems the logical choice.

But I do so love it when they throw a twist in, so who knows?

The Circle system is a very rational solution(though its implementation leaves much to be desired) that worked for hundreds of years. Its sudden and imminent collapse in Fereldan and then Kirkwall is bound to lead to suspicions.

There's probably also evidence we aren't aware of such as mages mysteriously being supplied access to forbidden tomes regarding blood magic.

There could be a million reasons for other organizations or governments that could capitalize on instability and conflict to be meddling in a mage/templar conflict. Things like massive conflicts rarely happen inside a vacuum.

It might be the Qunari.
Fenris said the Qunari are waiting for the right time to strike.
Having the Mages killed/weakened would be a benefit for them. As magic is the one area they are vulnerable.

It would explain Talis and their network of spies. But somehow the Qunari seemed more direct than devious to me.

I suspect we will learn that some outside force was manipulating events to lead to the civil war, like the Tevinter or Qunari. BUT we will eventually come to realize that THEY were manipulated by Flemeth.

The Qunari, they want things stirred up enough and every one fighting everyone, once the Tevinters are drawn into the fray they strike with a massive invasion. It was said that the reason the Quanri got beaten down last time was they were not quick to use magic while the other side rained magic down on them. Get the mages pissed off enough and they will not come to the aid as they did before.

The big task for the player is going to be to get both sides back together once the invasion starts.
