(PC v ersion) in the right bottom corner of the screen you see a button to use health potions and one to use mana/stamina potions
It says I have 8 health potions which correspond with the number of health potions, BUT I have 40 Elfroot potions. How can I use them in the bottom right hand corner without needing to use up my 1- 10 places?

huh you know i guess i never really tried it or if its possible(i assume its still available), but i think you can go to your radial menu and then find your elfroots and assign it to your assigned abilities menu or what ever its called.
