I meant memorial wall on the Normandy, not on the Citadel

I don't think this is a bug. The conversation loops until you "talk" to Tali, just auto dialogue, and say you will go see Liara.

Update on this issue. This has been recently been fixed in a small patch from EA for PC(a little over 5mb). I'm not sure if this includes Xbox 360 or PS3 though. This bug will now be crossed out.

I discovered quite a few little bugs such as:
- the keeper in docking bay D24 teleported me out of his way when I tried walking past it even though I was not in it's way.
- Liara's dialogue does not trigger with Tali at the start of the dreadnought mission, instead it skips right to Tali saying "Ready to hit that dreadnought?" right after she says "Thanks ... Shadow Broker." Everyone else's dialogue works fine though. EDIT: the rest of Liara's dialogue works fine after that, it is just the opening scene of the dreadnought mission that does not trigger correctly. I am also unsure if Liara is supposed to have dialogue when encountering Legion, if she does, then it does not play either.
- During the Citadel coup mission, Garrus's omnitool was constantly there all throughout the entire thing and even during the cutscene.
- Steve's omnitool is disconnected from his arm sometimes when he is working on the shuttle, but after a couple seconds it corrects itself.
- If you buy the thermal pipe that Adams wants on the Normandy then talk to him right after, following the next mission the dialogue where the installation is complete will repeat.

Multiplayer lobbies can show incorrect N7 ratings, multiplayer challenge points, and so forth for players after someone leaves the lobby and the list positions change. Solution: Click on one of the players(including yourself) and it should be displayed correctly.
I believe that the recent patch for the PC fixed this bug.

On the Grissom Academy mission if you get hit by the Student's throw you get staggered.
rather annoyance than bug, becuase that part is hard enough and i sweared alot if i died by that.

Traynor told me that Adams wanted to speak with me so I went down and got the quest for the pipe. Afterwards, I was thinking I could just go down to the armory and pick it up there and it was, so I bought it and brought it back to Adams, the engineers said it had already been installed although I just brought it to them. When I completed a Cerberus mission, Traynor said Adams wanted to speak to me again and the dialogue from the engineers was the same, they had just installed the pipe, even though I had heard the dialogue before.

A few more that I found:
- The Elcor Ambassador's quest does not initiate untill you have actually completed it by scanning Dekuuna. Quicksaving and then loading allows you to turn it in without leaving and coming back. The Asari War Strategist is similiar in that after you get the Reaper Code Fragment from the Spectre office, you need to save and load to turn it into her.
- Sometimes after upgrading a power and then clicking "back" it goes right to the pre-mission cutscene instead of allowing you to upgrade your squadmates.
- Liara's singularity sometimes vanishes right after it hits an enemy.
- Liara's Warp does not leave a biotic mark on Kai Leng when it should during the Thessia encounter. Although Javik's Dark Channel works.
- After Priority: Thessia, my EMS rating went to 0 despite having 98% readiness rating and my total military strength is still over 7000.

Some more I found as I was finishing up my Insanity playthrough:
- you can walk up Shepard's desk near the space hamster for no apparant reason.
- Relays are annoyingly loud compared to the rest of the game.
- Before using the console to learn more about EDI, Liara climbed higher than the ladder and floated above it before correcting itself when she moved to Shepard.
- During the Kai Leng fight in the Cerberus HQ, he is, once again, not affected by Liara's warp like other shielded enemies are, which allows for the biotic explosion.
- Shepard reloads during the transition between the last scene of Shepard and Co. walking away from Vendetta and the scene of the Citadel closing itself.
- Diana's dialogue does not trigger when you talk to her, but as you leave the room before the Priority: Earth mission.
- Power skill tree skipped as the cutscene began for the fleets pouring through the Sol relay.
- Garrus frozen in the shuttle after being picked up by Anderson and Coats.
- There is a line during Javik's last words to Shepard that appears for a split second before going to what he is actually saying, it goes by too quick for me to get a clear view of it.
- If you talk to Javik before Wrex's speech is over, it cuts him off, but you hear a line from Wrex that does not trigger normally as you approach the door, something about the salarians.
- Only 50% of Hammer reports in, but pre EC DLC, I remember being able to get 60% of Hammer to land if the readiness rating was over 70%
- Garrus randomly has an M29 Incisor sniper rifle during Shepard's speech regardless of whatever gun he was using prior (in my case, he had a Widow)
- Audio desynch as the allied forces are shooting husks after the speech
- I had an interesting glitch happen to me in single player with a Marauder standing on the archway above the window leading into the store after the building you clear to let the Mako tank pass through.
- After the defend the battery section, Garrus was killing cannibals with an avenger, then as the missles were firing, he switched back to his Widow as he was running back (Liara still had her Locust).
- trees during the trench run were flickering in and out of existence, but at least they are no longer 2D models.
- On the Citadel, there are holes in the floor where Shepard clearly walks over them, I fired my gun to see if they were holes and they are. The holes are on the walkway leading up to TIM confrontation room.
- During the talk with the Catalyst, a Reaper flew right through another Reaper.
- Shepard's arm clips through his/her leg at times
- During the Catalyst's description of Control, Shepard's head cut from one scene to another as if something was cut out.
- Desynched audio when the Crucible fires

Some annoyances I noticed:
- Whenever Shepard is piloting an Atlas, it does not seem to take any damage, despite taking on 2 enemy Atlas' at once (was testing this on the Cerberus HQ mission.
- The Atlas rocket attack (the right click one) seems to do less damage to enemy Atlas units than it's normal gun.

I already put this in the Citadel: The Return section of the bug list. This bug was created by the Leviathan DLC. I have a YouTube video showing this bug.
