In my experience, a Falcon shot is a guaranteed stagger. If you hear even a tiny part of her melee attack though, don't melee her, back away, wait for a clean stagger and then wallop her. Should beat her out 100/100 times. My Krogan's been instakilled through my heavy melee because I made the mistake of charging when I'd interrupted her melee attack which meant she could still sync kill when she recovered.Elder_Jefferson wrote...

No, I've learned that outside of asari freeze fields, there's really no sure fire way to avoid phantom suckage. Even my paladin got ripped a new one - WHILE I WAS SHIELD SMACKING THE WENCH. Awesome stuff.

On more levels, the Krogan is better against Phantoms than the Asari though. Krogans cant be 3 shot killed by them across the map, meaning you'll survive them if they blindside you long enough to hit cover or hit them. Falcon shots don't lose effectiveness after the first shot, Stasis does, eventually becoming useless. Krogan heavy melee is so damaging with the right evos and equipment that it will finish off the Phantom with a single blow or a follow up shot from the Falcon. Tech Armor also works as an effective get off me button (seriously, it's like the Haggar Lariat assist of ME3...) and mine's set to buff melee damage while active which means even more killing power. Lift Grenades and Falcon shots synergise well too, staggering groups of phantoms while lobbing my nades into them means they can't use the hand of denial which, of course, means a lot of dead ladies.
I don't really see any better race against Phantoms, Krogans have the toughness to survive the pew pew, the tools to kill them in hand to hand efficiently and with the right weapons, they're one of the best hands down at killing Phantoms and any mook in general, perhaps the BatSoldier is on par with the Krogans though since i've used him to similar effectiveness. The Shadow has useful tools for killing them but if one sneak attacks you, you're as dead as an Asari.

For example, for a human adept, a banshee is still a problem even after its barrier is gone (not the special effect...her actual shields/barrier). Same thing with atlases and primes since the poor adept only has warp to deal with armour....
