A good game captivates the player after the first five minutes.
Some of the best games with the best narratives started out slowly.
That said, i can't say TW2 falls under that category. If you don't like the political intrigue and the concepts that have so far been established, you shouldn't play the game any further.
If I have to wait 1 hour or hell even 2 hours for a game to actually get any good, then it's not a good game.
A game needs to suck me in right from the start, not having me pressing escape or X and getting frustrated "When will something finally happen".
A good example was how I hated Fallout 3, I couldn't even get past the Vault, cause the game bored me so much. Where as the first Fallout games and New Vegas had in action right away, granted New Vegas took about 10 minutes or so, but at least I wasn't stuck in a vault.
To the other people still crying for porn, sorry I mean artistic sex scene, do you really need that? Can't you figure it out what happens?
