Are you trying to buy it through the social bioware website or through Origin? I have had this exact same problem every time I try to buy Bioware points with paypal from this site. I have seen some comments saying that people have been able to do it for a day and then it would stop working. I think purchasing Bioware points with Paypal is simply bugged and doesn't work. That is why on Origin, there isn't even an option to buy it with Paypal in the store. You could try and contact EA support but I doubt that they will be able to do anything about this. This has been a problem since Mass Effect 2 launched and they still haven't fixed it.
