If it's not clear. The image comes from an attempt to capture a moment that comes soon after 18:04 in this video, in which Mike Laidlaw jokingly pretends he's about to strangle David Gaider.

Carroll needs to return in DA3, if only for an amusing cameo.  (Mages somehow escape the templars after being surrounded.  Templar officers are trying to figure out what happened.  In the backgound Carroll's munching on cookies.....)

Han Solo and Luke could have basically just stood at the entrance of the Millennium Falcon haggling over Solo's payment for helping, or maybe pull up a chair for a cup of wookie brand green leaf tea discussing how rude the Stormtroopers are, and still not get hit!
