I'm not sure this is a bug exactly. My other games start in the 360, make a few reading sounds and then go quiet. I've installed my games to avoid unnessasary wear and tear to the discs, especially since I only have interest in a few games. Life story aside, Mass Effect 3 needs to be left alone (I refuse to play the game until it goes quiet because, like I said maximum life from my discs) because it reads it from the disc for a good two to three minutes before it reads from the harddrive.
My discs are brand new, shiny bought on the 14th of this month and had no problems in installing or playing the game. I just wanted to know if this was normal for this game because it's irritating, and I think it may be a bug.
Installed to HDD but starts off from disc

My disc 2 always did this on launch, but it started reading off the harddrive ever since one of the patches. Sadly can't tell you more than that. I imagine you are connected to xbox live and thus have already updated to the latest version, yes?

I noticed this as well, somebody told me that it was normal and that some games need to load for a longer time, especially the latest games, so I kept it in HDD, usually I start the game and once I'm in the loading screen it will go quiet, its funny its the only game I have that those that, no problems of anything else, and I have it since launch day I wouldn't worry

I've had this issue for all of the recent games I've bought; Skyrim, Halo Anniversary, and Mass Effect 3. Not sure what's up...

New games tend to have a longer boot time (something about boot sector I believe). Leave it for long enough and it will die down. Not a bug or anything, just a change implemented by Microsoft.

Thanks everyone. I'd complain about a likely copy protection route but it's simpler than PC ever increasing layers and it does give me time to get coffee. I still like both forms although a lounge won't fit under my computer desk.
