Honestly, for me it's not so much about making more romantic content, as it is.....pacing? it out. I'm trying to say managing the build up. Parsing it up so it's not one big romantic glob. At predetermined times. Specifically. And always...
Just have it feel more natural.
So you want a nudist companion?
You're sick and need help.

Eh? That's not how I read it.
I agree with him that pacing can make or break the quality of a romance. Content wise, DA2's romances were as good or better than DA:O's, but the pacing was unnatural. Everything happened at pre-dermined Set times.
On the other hand, DA:O's were presented in a much more organic way. The player was allowed to pursue a romance as quickly or as slowly as he/she wished. You could for, example, Roleplay a Morrigan romance as a "love at first sight" type of thing, getting her to sleep with you before you even set foot in lothering, and then having her profess her love for you shortly after attaining your first army. Or, you could take it slow, gaining her trust and affection in small, gradual quantities, thus having the whole thing come to a peak near the very end of the game.
I miss that.
