The same reason Weekes had to fight to get the squadmate goodbyes. Because what we got isn't the whole picture. But the players aren't supposed to know that, the only one who seemed to care about this was Weekes.

The only reason I can think of on why they would leave it so ambiguous is that they aren't sure whether they will do another game with Shepard. And that's something they really should have already decided by the end of ME3.

No, they left it ambiguous on purpose, and I quote;

What he is saying is that because Video games are an interactive medium. They can let the player explore these ideas openly BEFORE the game makes a statement on it.

I don't think the reaction would have changed much. I mean, we were all annoyed that the breath scene was only possible with mutliplayer.

Really? I reckon the outcry would have been much more severe in that Shepard definitely died in every ending.
