Ashley being Latin was confirmed by the dev that created the character, after Mass Effect 1 I believe.
Since neither her first or last names suggest Latin ancestry however, she's got to have mixed ancestry. Williams is a Welsh name, so I'm guessing either General Williams (Ashley's grandfather) or Ashley's father married a Latin woman.
