Also, Leliana is just working for Justinia as a personal favor. I don't think she has any particular opinion on the mage/templar war. Depends on who the Warden was in Origins, I guess.

Thats only if you operate under the assumption that:
1.The Chantry is running this new Incarnation of the Inquisition,
2. The Templar-Mage conflict is the heart of what the player has to deal with.
The impression I've gotten (if we're to believe the rumormill) is that the Inquisition is being recreated to deal with some bigger thing at work, and that the player gets to run this new incarnation as he sees fit.

Exactly my thoughts.
A bit of focus is a good thing...all games have railroading, Origins railroaded you into the wardens, ME1 into specters, ME 2 into Cerberus. DA2 lacked focus but still railroaded you into the deep roads and other things to progress the story. Its not railroading people hate, its only when they feel the option they are being forced into is a bad idea (Like Cerberus)
