If I complete ME1 then play through it again using the same save to get to level 60 will I still import my descisions from my original playthrough on to ME2 if I don't complete my second play through?

An importable save is created every time you beat the Saren Zombie and Sovereign is destroyed. Think of it as a career save. If you complete ME1 and then replay it to completion then you'll have two importable saves, one at (assuming the cap is in place) level 50 and one at level 60. They're effectively two separate characters with a certain amount of similarities - looks, service history, etc - but could be totally different in other ways, e.g. paragon/renegade and what decisions they made in ME1.
In your case you've completed the game once and then replayed to level up to 60, but by the sounds of things you have not yet played it to completion and killed the Saren Husk. This means that there is only one save you can import into ME2 and the good news for you is that it's the one with all the decisions you made in the first playthrough. The bad news is that it won't be a level 60 Shepard either. It will be Shepard as s/he was at the end of your first playthrough just as if the second playthrough had never happened.
If you want the playthrough #1 decisions and the playthrough #2 level character there are only two ways I know of to do it, an honest but time consuming way and a much faster cheaty way. First, you can simply complete a second playthrough making all the same decisions you did the first time (if you can remember all the choices you made). This will create a new importable save so you just nned to pay attention to date/timestamps when you import it into ME2. Secondly, you could load up a late save from your first playthrough from before you beat the Saren Husk - the later the better, obviously - and then use the console to give yourself several hundred thousand XP to level up to 60 before going off to destroy Saren and complete the game. Again, this will create a brand new importable save so you'll need to look for the right date when importing. The file names have the dates they were created in them as you can see from these two examples:
Char_01-50-2-1-0-19-2-2012-82-58.MassEffectSave (this is a level 50 soldier, game completed on 19th Feb 2012)
Char_01-59-2-1-0-23-2-2012-122-25.MassEffectSave (same soldier, replayed to level 59, completed 23rd Feb 2012)
so they're very easy to spot in Windows Explorer if you want to shift any unwanted saves out of the folder before using the ME2 import tool. The default folder for the saves is in C:/Users/[your user name]/Documents/BioWare/Mass Effect/Save.

tbh the only reason to do a ng+ in ME1 is to make different choices.
its quite easy to add a lvl 50 to ME2 and hit a lvl 30

That's true but it's not all about levelling. Some people might be after the extra resources etc you get for a level 60 import.psychocandy wrote...

Thanks guys that's everything I wanted to know, ended up just importing my level 50.
