If Phase Disruptor was added to Shadow it'd take some getting used to but it would most definitely work. Due to Phase Disruptor's ability to shoot three shots (only without getting hit) it can be more used as a defeinsive ability w/ risks rather than ES which is consistently used. It can overall detonate TBs much faster, and if used wisely can take out enemies much quicker.
If specced for shields/barriers, yes it would give you a lack of shields when using SS but that doesn't mean PD will hit every enemy and completely rip shields away. There's always some stray somewhere behind the pack and there's the wonderful use of TC to simply get away.
This would be highly effective with power cells and Stronghold Package to continuously use this ability or to use it more defensively and to consistently keep shields w/o TC or SS. It would be very viable around Gold and beyond in the right hands IMO of course.

Moreover, the actual Phantom's palm blaster launches a zippy, high-damage, low-cooldown projectile at you. There are only two powers in the game that closely match that description: Phase Disruptor and Concussive Shot.
Phase Disruptor has more base damage and a larger radius, but it costs 1/3 of your shields to use it. ("It doesn't have to cost shields" is silly; if it doesn't drain your shields, it's not Phase Disruptor, but some new power you're making up as you go along--which is cool, but fairly misleading given the thread title and poll.) Its evolutions are also kind of boring.
Concussive Shot lacks the radius and damage of PD, but gets back a normal cooldown (and a potentially very fast one, to boot) instead of making you squishy. It also comes with fairly substantial force, which is what makes it a nice little crowd-control power. The Rank 6 evolutions are fairly attractive, which creates some interesting situations from a character-building standpoint: Amplification (once fixed) gives you lots of interesting options, but the Shredder evolution running on a Cloaked CS gives you a 900-damage power running on a 1.2-1.5s cooldown.
Anyway, I still think it's an interesting idea.

The first is that one of its evolutions (Amplification) is broken, and the other is that the classes that currently have it can't use it effectively. cloak..... personaly dont use it much but she wont be an Infiltrator if she doesnt have it...
dont change her abilities... phase distruptor will only make her one step closer to being a Phantom... as cool as they are... I think the Shadow is cooler

Rank 2: Increase recharge speed by 20% RS: 9.6 seconds
Rank 3: Increase damage by 20% Damage: 720
Rank 4A: Explosive blast: Adds an explosive kick to the weapon (gives it AoE damage, staggers). Radius: 3M

This looks kinda nice
I said it before and I say it again - ES is disjointed from SS and Cloak. It's too slow and leaves you vulnerable to use it in the open, and too cheap and powerful when used behind walls. ES is too slow to help you set up SS and often too slow to help you escape after SS. PD could help you with both and give you the neccesary speed and CC. Plus it's way more fun than ES. You'd feel like a Phantom for once!

And about ES... It's been getting on my nerves lately. Me and my friend were matched up with a "Wall-banging Slashtard" a while back. It wasn't fun and pretty. I've even been matched up with several myself. They're kind of pointless..
Other then that, I have nothing more to elaborate to this.
