Question's in the title.

I have beaten ME3 and have the option to start a New Game+.

Is it possible to now import an ME2 save into a New Game+?

Well an import technically already counts as a New Game Plus. But you can most certainly continue that save into a New Game Plus...Plus.

Let me be more specific.

Can I now (after having completed ME3 on this gamertag) import an ME2 save, and aquire things like Grade X weapons and that fish thing immediately (that is, without playing that save all the way through ME3 and reimporting it).

You cannot import an ME2 character into a New Game+. You can only import an ME3 character into New Game+

You could probably use gibbed's editor to get the story set up you want however.

No, you must use the same save you finished the game with to get things like Grade X weapons.

As a follow up, when you import a Mass Effect 3 character into a new game plus, to you keep the ME2 bonus assets from the original import?

For example, when I imported my ME2 character into ME3 for the first time, I got the upgraded Normandy war assets and the mineral resources war assets from collecting stuff in Mass Effect 2. Will I get those resources again in a new game +? or will they disappear?

Trying to figure out how to begin my insanity playthrough...

If I recall correctly, the ME 1 and ME 2 game flags are still present in every ME 3 game save, so yes, you should be getting all the bonuses from previous games.

you can not import a character directly from ME2 to a NG+ ME3 game, any playthrough of ME3 that is not a NG+ can only get their weapons to level 5. An NG+ will keep all import flags from the original ME2 playthrough that was imported to the original game that you are then importing to the NG+.
