The potential of the mabari has yet to be unlocked. Since mabari can appear in the Fade, they have souls, and if they have souls they can become mages. It is said they can understand speech and surely they have their own manner of talking. A persistant mage could teach a mabari the basics of blood magic.
Consider the power, the sheer danger, of a lineage of mabari blood mages -- even a pack of mabari blood mages. They might eventually establish a Second Tevinter Empire of their own...

Mabari don't even have access to magic, let alone blood magic. Dwarves have been to the fade, so they have souls. Yet they do not have magic. So your "souls means it has magic" bit is a bit off.

Well, it's phrased in a mildly offputting way, I'll admit, but I do have a serious interest in experimenting with the subject of Mabari and Blood Magic. Um. Not real dogs, not real blood magic. Just to make it clear.
Anyway I was just sort of wondering if it would be possible, and maybe if Gaider would amble over and say, "Hush, it's not possible." or "Yeah, mabari (ha ha) use blood magic all the (ha ha ha) time."

Given that they supposedly hail from Tevinter, they were likely created by blood magic. But I seriously doubt they can use it, seeing as they're, y'know, DOGS.
How would the little pooch going to get the blood flowing? Bite his paw? Roll over on broken glass? Run his tongue over sandpaper?
If you want a pet that can use magic, you should support my ghast companion idea.

No, I like mabari blood mages. Mabari can understand human speech and even talk in their own way. Given this, they could cast spells, and since gesticulation isn't always necessary for blood magic, mabari might be able to get the better of demons and be powerful blood mages!
