I just loaded a save in which I hadn't done any of the missions or even visited Dr. Bryson's lab for the first time, and I flew to the Caleston Rift since the new system appears just from having the DLC installed. I scanned Caleston, and EDI told me that Dr. Garneau wasn't on the planet.

So this is before Bryson dies or I even know who Garneau is (or that I have to search for him).
