Bioware should reward the players for example. Less extraction time, faster objectives or less of a certain enemy types like Atlas' after we just completed an operation for killing 600,000 of them.
That way it would be fair.
Operation failed: Punished
Operation success: Rewarded

I think Victory Packs ARE "in game things" and are a reward. If we don't fail, we don't get a Victory Pack; if we win, we get a Victory Pack - how is that not a reward?
If a wrtier gets his novel published, that's his reward. He doesn't sit around saying "hang on, where's my Smart Computer that will write part of my next novel for me?".
If a boxer wins a prize belt, that's his reward. He doesn't sit around saying "hang on, where's my right to put a horseshoe in my boxing glove to make my next fight easier?".
If a child passes a test at school, does she deserve to have the text book open in the next test? If a superhero saves the universe, does he insist that next time someone else does it otherwise it's not fair? If an astronomer discovers a new planet, does he deserve to just sit back and let his telescope do the job of planet discovery for him next time?
A Victory Pack IS a reward. And consumables, if used, DO make the game easier. So what's the complaint here, exactly??
