Ellis was also already Cullen.
So you either have the guy voicing Anders in DA2 (you know, the guy who hates the Templars) be the same as one of the most prominent Templars in the game (Cullen) or you recast one.
Seeing as Anders' character evolved far more than Cullen's - for many reasons - changing his seemed natural. But it was going to be a problem one way or the other.
Well, yeah, Anders changed a lot from Awakening to DA2 - his character, his appearance, his voice. For me that was too much change. Had they kept Ellis I might have been interested in getting to know the changed Anders, and I think he would have done a good job. As it was there was some guy who looked somewhat similar to Anders, but clearly wasn't the Anders I, the player, knew, despite everyone calling him that. Might as well have been a new character. Also Anders' role in Awakening was bigger than Cullen's in DA:O, and Anders' role in DA2 was bigger than Cullen's in DA2.
So by my standards they definitely did their recasting on the wrong part. Speaking with a completely different voice has no connection at all with character development, it's just speaking with a totally different voice. Why choose a not unimportant, but not that prominent NPC over a returning companion? Or just don't write two characters in your story who are played by same guy?! It's not like there was really any need for Cullen to be in Kirkwall... at all.
But I'll stop now. It's just that recasting characters without any apparent need bothers me to no end. We'll never know who managed to **** up even trying to get Mordin Solus back, but it's things like this that really make a game a less enjoyable experience than it could have been.
