Can a new Asari ever replace...Liara?

This.  If a squad character were to be replaced (Ashley is always gone in my trilogy,soo...) I would choose Garrus over Liara.  Liara is in my top five characters of the trilogy.  I liked Garrus in ME1.  ME2, meh.  ME3, no.  Especially after something I witnessed in one of my playthroughs.

Bioware has many wonder workers in the literary department but my faith is on thin ice when it comes to this particular subject.

As much as I love Liara and Samara as characters, I think it is important to have any Asari squadmate on the team in ME4 be as different from them as possible. You want characters that feel new and original, rather than just a rehash of old sduadmates.

So rather than the virginal and shy archaeologist or the chaste warrior monk with paragon/paragade moralities, maybe the next Asari squadmate would be renegon femme fatale.

Samara, easily.
Hell, Samara should've been the one on board instead of Liara, because Liara would be needed to be the Shadow Broker... that's not on the number one hunted frigate in space when the Reapers come knocking.

Samara was much more interesting as a character and as a view into the culture and history of the Asari than Liara was. I'd gladly see Liara removed from ME3 in exchange for her.

And I, personally, would prefer it if they made completely different, but interesting characters as squad mates, so they won't have to live up to the previous characters!

And, again, what??? When did they mention reboot??? That would be like that Star Trek movie back in 2009... Different story, but same characters... At least, that is my definition of reboot...

I'd prefer a character I actually liked, though.

to be honest i think she was over done, i love her character so loving etc but its like idk....... she just started to annoy me in ME3 became very idk......... like joker said, snyical?

could always have her appear though in the next game some how i mean asari are supposed to have 1000 year life spans lol

Possibly, but it would be challenging due to the single fact that she's a popular love interest, and one that's been building up over a whole game trilogy.
It would have to be a really compelling character to take the place of that. Then again, if there's anything Bioware's good at, its making compelling characters.
