Why did bioware reduce the ems required

Another possibility is that the puzzle theory is truth (if you want another ending, I'll make it but it will cost u 50 bucks) and this is in order to make this possible.

They figured if tehy just lowered the requirement from the breath scene, they could get away without actually clarifying anything about it.

Have you tried using a pen and paper to do what they asked you to do? You have clarity, they asked you to make your own closure.
Try it, it'll help.

A (tasteful) expansion on the scene would have been nice, sure. But the allusion is sledgehammer-subtle. I find it very difficult to come to any conclusion other than Shepard lived.

The breath scene had the highest EMS requirement. Assuming that you can get the highest EMS requirement without playing MP is the only sensible way to interpret the statement about MP being optional.Part of that was because Bioware thought the "best" ending was Synthesis, which could be accomplished without MP. This is more or less the answer. I think they thought the "breath scene" was more an easter egg than actual ending, so they said you could get the "best" ending (in their minds synthesis) without multiplayer. When the backlash against synthesis and the endings in general came, and the breath scene was discovered to only be accessible with multiplayer, they had to find a way to fix that.
