I've never really given much thought to types of weapons other than the higher the attack and any extra damage is a good thing. However, now I'm looking at choosing more carefully the weapons and their associated runes (and other equpment).

So, say that I have a staff with inherent Frost Damage. Am I correct that a rune:

1) +1 Frost Damage will give +1 frost damage. Also stackable.
2) 1% Frost Damage will increase frost damage by 1%
3) +1 Fire Damage will add +1 to the frost staff so it'll be both damage.
4) 1% Fire Damage will do nothing on the staff because it has no base fire damage.

What about armor and jewelry? Will +1 add that type of damage regardless of what weapon is used? If it's %, then only if that type of damage is being dealt out?

Yep, +damage adds a set amount of damage (for runes/poisons, this is usually 10% of base damage), while +%element adds a damage modifier to that particular element.
You don't actually get runes that increase +%elemental damage, only the rune of devastation which increases +%damage (which affects total damage, from 6-10% or so).

+damage isn't really all that useful in the grand scheme of things; It increases your auto-attack dps to some extent, but the amount of damage isn't modified by abilities etc.
+%damage may not add quite as much damage to your auto-attacks, but it increases the damage output of your abilities as well; so +%elemental damage can add a significant amount of damage to your mage spells or when using elemental weapons (weapons with an elemental base damage)

I don't think armour ever gives +damage bonuses; it's pretty much only +%.
+attack bonuses are a whole other story, and it merely increases your attack rating/chance to hit (relatively useless).

For a mage, I would focus mostly on increasing your +%elemental damage if possible. If you have the black emporium/item packs, there's a few robes etc that increase several types of elemental damage at the same time - if you don't have the dlc, simply stacking on generic gear with +%fire bonuses (and using falon'din's torch) will allow you to dish out some pretty hefty firestorms.
