To a point, yes.
If you were running around with a carnifex, maybe not. But if you carry snipers/shotguns/assault rifles, then probably yes.

No, increasing your weight capacity (as in, adding points to your maximum weapon weight) will allow you to carry more weapons or heavier weapons with a smaller or similar cooldown penalty. It actually *decreases* your overall cooldowns.

It allows you to carry heavier weapons and still have the same cooldown, or you can stick with lighter weapons and get a better cooldown than before.
Cooldowns are based on multiplying the base cooldown by the ratio of weight carried divided by weight capacity. When you increase weight capacity, you're changing the ratio in your favor, thus reducing cooldown.

Basically.
Actually it very simply adds to "Power Recharge Speed," which starts at 200% (2.0). You simply add the weight capacity bonuses and subtract weapon weight and that gives you the Power Recharge Speed number.
