Morrigan on my game, has 3rd level Herbalism, but she can still only make lesser potions, why? Do you have to level it somehow?

You most likely have not bought the recipes she needs m8. Need to purchase them from merchants otherwise she'll only know the recipes she starts off with when you first meet her. Look in the crafting section of merchants inventorys, it's marked with a mortar and pestle.
