All movies and actions are in FAST Forward mode the cut scenes and movies last 3 seconds at most jumping to the end. When I go to set up my new character he looks like he is on Ritalin (twitching all about). Does anyone know why this is happening? I have uninstalled and reinstalled twice still same results. Has anyone have a clue or had this happen? :(

Try installing the latest graphics drivers for you video cards via their website. Other than that I would be at a loss to have an answer to your problem. That is a new one to me.
