Pretty much, except they are more effective. I wouldn't be surprised to see Cerberus having a couple dreadnoughts.

It can't be Salarian. It has to be something new.
Why? Because if it was a Salarian Bioware would re-use armour they used for all Salarians throughout trilogy. 
Humans are pretty much only ones with unique armours. All aliens are copy-paste. Well maybe Turians have like 2 (WOW) 

This guy/girl obviously has new armour model so I guess he/she must be some new alien/human too.

That character looks female to me. And it looks Turian.

The placement of the mouth is clearly visible, with the nose and eyes being hinted at but not as clear as the mouth. There appears to be the Turian facial things sticking out from the chin, those are definitely not just a result of blur. It appears to be feminine in nature, but I could be wrong.

It's definitely not Asari, human (human jaws are not that pear-shaped), elcor, volus or Krogan. It's civilized and wearing clothing so it's not a Vorcha. No mask so not a Quarian. No flashlight so not a Geth.

Through elimination, I think we can conclude that it's either Turian, Salarian or Drell. Facial flanges suggest Turian. And I'm seeing a lot of femininity so I conclude female.

That's basically my train of thought on the matter.

I don't think it's Raloi, as they are suppose to wear enviro suits when in contact with other aliens due to an outbreak of an alien flu virus.

I'd like to see your reasoning for it not being a Turian. I personally think it is, as I can see the stereotypical jaw type things and the overall shape of the face from that angle fits. Someone in a private group mentioned that, if we assume that Female Turians have a long head fringe, then this person is probably not Turian because holes in the hood from sharp stuff ow. This could mean that FemTurians have short fringes (I'm ignoring the comic artwork. That's hardly ever been anythig to go on for appearance of anything in Mass Effect), but at the same time, assuming that Turians of both genders have long fringes, it could suggest a different race entirely.

I think it could be Salarian too. It would be interesting if it was that whatchamacallit Salarian offshoot species.

Actually, I think it does.

Abrudas looks like an aged Turian. This unknown one looks like what I imagine Abrudas would look like if you closed that mouth (which throws off the entire look of the face by the way. We'd get a much clearer idea of what FemTurians look like if it was closed and if it was a front-on pic), flipped it horizontally, tilted it to the right angle, and reversed the age a decade or two, and extended the jaw-fringetypethingies.

But, as I mentioned in my second post, it could be Salarian too.

However, it's all MASSIVE SPECULATION FOR EVERYONE right now. We probably won't know for sure until a full pic is released.

I'm not sure it is a female Turian (it would be awesome if it was) based on the body shape. It doesn't look like it has the hump collar Turians have, and it's neck is far too long.

Hmmmmm. Very curious. I doubt its a Raloi. I believe they needed to wear envirosuits after some sort of epidemic broke out on the citadel? They also fled back to their planet. [But who knows, maybe some hold outs.]

Hoping for female turian*. Could be Tazzik too though.

*If it is female turian, I give them +12 for hilarious trolling about the fringe war.

The shape of the body (that bulge in the chest) is like the one of the Salarian's, although there's an impressive resemblance to the space hamster.
