The more I look at the more it looks like a salarian. The lower half of the face appears to be visible and it looks like a salarian, it has a larger chest, similar to what is done with most salarians (in terms of armor filling out their rather concave figure), and the slightly elongated arms are more in line with salarian body proportions.
