From Admiral Hackett:

Due to the extreme numbers of extracting N7 squads, the extraction communication interfacing network has encountered a temporary malfunction and has shut down. All teams are advised to wait patiently and not get killed until we pull whatever stick or what-not from wherever it needs to be pulled from. At this point normal extraction calls will be resumed. Best of luck on your ongoing objective!

Hopefully it's down because they're fixing that bug I heard about. Apparently there's a bug in the latest patch where if you die in multi-player, then you die in real life.
