Felon's Coat is sold at Wade's shop in Denerim. You don't need any scales, but you do need to be far enough in the game for the second set of goods to show up. Where the scales come in is that you can give Wade 2 sets of scales to make two sets of drakeskin armor for you, but after the second set of scales you can no longer buy anything at the shop. So if you want the Felon's coat you need to buy it before you have the second set of drakeskin made.

Skills wise, go straight for Momentum, then get Combat movement, Riposte, and put points into stealth (lockpicking on a dex rogue too) and at level 8 grab Coup de Grace and Lethality (on a cunning rogue).



Attributes wise, get 11 base strength, + 4 from fade gives you 15 strength. +2 Harvest Festival Ring, +2 Key to the City, +1 Ornate Leather Belt, +2 Helm of Honleath.
