You don't understand. You don't want to understand. The problem isn't the suit. It is the race. Volus don't want to fight (they don't want, they don't want, they don't want, okay ?), AND they can't fight because their own body is to weak (they can't, they can't, they can't, okay ?).
And what you say is wrong. You can't enhance everything. Volus are too weak to be enhanced enough to fight reapers and others. And there is NO interest to enhance Volus when you can enhance all others race.
These ARE the rules of Mass Effect. You want, you don't want, not Bioware's problem.

Biowares rules allow upgrades to happen, they allow species to fight back against all odds, they allow for otherwise weak individuals to grow into formiddable opponents. These are the rules of the narrative, the rules of the game universe. Triumph through adversity.
Your entire arguement is based off the fact that suits cannot be upgraded to be much more powerful than the being inside it whereas in the game itself it has been shown multiple times this is not the case.
