As far as I know you do go down when shot by a Nemesis after Shields drop. I've only been shot by them when I have shields. Everyone dies when stabbed by a Phantom, same for the Banshee impale. Pyro might not be as immediately damaging as those others, but I imagine fire on a Volus suit would really **** it up.
FACT IS, a Volus taking that kind of damage would die in an instant, and wouldn't even be a solid object anymore.

I am not saying the Volus themselves don't make sense, I'm saying that the Volus fighting alongside the N7 Operatives is nonsense because of their obvious frailties, small stature, and lack of their own ground force! And if you're gonna say "Well maybe we just never heard of the Volus Army, and it got excluded from the Codex and War Assets for some reason," then I'd say "You know why that is? Because any Volus Army isn't worth mention, especially next to the other races that can actually wage war on a vast majority of the habitable worlds! Turians, Humans, Krogan, Salarian, and even Quarians don't ****ing blow up when they become exposed to pressure that isn't sixty times Earth's, and aren't dependent on giant-ass mechs to fight!"
And using Medi-Gel or getting revived and getting up after the end of a Wave if you died is a game mechanic, you dumb ****ing ****. But even with game mechanics, how in the Hell do you expect to revive a Volus that's been turned to red paste on every surface of the room? Permanent death is a possible addition, but it wouldn't be welcomed except by a very masochistic few, considering how easy it is to go down in this game. Imagine playing if it went "CRITICAL MISSION FAILURE" on your screen the moment you go down like in Campaign, and you had to spectate for the rest of the match. If that were so, everyone, possibly including me, would farm with optimum-only characters builds and weapons, or just quit playing completely because of how ****ing unforgivable it is. Campaign has many 'corridor' maps and enemies usually coming from only one direction, so Insanity is playable if you're careful and smart with your advance, but in Multiplayer enemies can come from anywhere and swarm you. Every tiny little mistake with the placement of your team would mean enemies could come in from places you weren't at all expecting and ****ing perma-kill you.
