So, as many people report, they don't get their PSP's etc. I have found a work around, though it's time consuming.

So here is the scenario:

Logged into Origin
Logged into ME3
Chose Multiplayer
Alt-tab out of initial multiplayer screen
Went to BSN website.
went to profile->add bioware points
(I bought $10 ~800 pts)
confirmed order
alt-tab back into ME3
clicked 'STORE'
Bought 3 PSP's and 1 Veteran Pack
--1 psp worked fine
--next 2 psp's didn't show me what I got
--veteran pack also didn't show me what I got

So at this point, I feel jipped, right? No.

With reliability, the following solution works for me EVERY TIME!

SOLUTION:
Exit multiplayer
Exit ME3
Right Click on Origin tray icon --> exit
relaunch ME3 from desktop icon (also lauches and logs into Origin automatically)
enter multiplayer
Immediately am greeted by an extended 'pack contents screen' (the one where it shows what you got from your PSP's) where it shows all 15 items from the 3 'failed' purchases.

I have had this issue 4-5 times now and always with Bioware points purchased in the manner described exactly above and my solution has always worked exactly as I described it.

This is not saying it will work for everyone, but it's worth looking into for both frustrated players and Devs to troubleshoot the issue.

My system is as follows:

Intel Core 2 Duo 3.2ghz
ATI Radeon HD  6950
4GB RAM
Windows 7 Ultimate 64bit
Google Chrome browser used for Bioware points purchases
ME3 patch 4 (but also worked in patches 2 and 3)

If anyone has questions about any part of this please let me know.

I spoke to Derek Hollan yesterday about this same issue. He mentioned that it was possibly due to the store not having enough memory and resetting itself due to lag. He suggested that you wait a bit in the store before purchasing.

its been happening for ages, and it doesnt matter how long you wait in the store its a bug wiht using pre purchased bw points, if however you purchase the points via origin (well if origin lets you that is mine always says server unavailable) then apparently your stuff will show up imediatly, of course buying points via the website means you pay less for them :)

Last night(10/5/12) and today I have had the store hang. Meaning the game stops communicating with the store but only with bioware points, no problems with in game credits.. It has happened enough that I reported it a few times. The usual fix is to soft reset the computer ctrl+alt+del and attempting to get to the task manager doesn't work so I tab down to the 'restart'. Let it do it's thing and when I return to ME3 MP the PSP or multiple in question are deducted and distributed.

Yeah the general response form EA is,

Thank you for contacting Electronic Arts.
I apologise for the inconvenience caused to you. I have checked your account and verify your purchase of the spectre pack. Its a known issue to the development team and the development team is working to fix it as soon as possible.

Electronic Arts values your co-operation and efforts. For more information, please visit our online knowledge-base here: http://help.ea.com/

This has been pretty common place since the release and sometimes you get lucky with the 'restart fix' .
Be nice to see a fix soon.
