Have you ever found a beastly armor only to put it on your ragdoll and go "meh"? DA3 is a cinematic game and people have different ideas about what looks good on their characters.
By having all equipment(armors and weapons mostly) level up with the player this would make all equipment still usable as you level up. So you get to wear what you like. This is an idea of divorcing stats from appearance.
But how would special(enchanted, artifact, etc..) weapons and armor work if all items scale with player level?
There are ways to do this, items would have the same basic attributes(armor, defense, attack, damage, etc..) but special items would have bonuses. Bonuses for those attributes or for adding fire/ice damage. The special items would still be better than basic items because of those bonuses but the basic items would still be usable.
Improve with level up on all items/equipment

I always use the mod for DA2 that levels every item up with you, but I don't think that's the right approach for DA3. I think that certain items (perhaps a legendary set of armour or a weapon forged for the PC) should level up with you, but not all of them.

I hate the level up stat, it completely destroys looting. I'd rather they make vanity slots you you can equip your apperance on top of your stats.

I'll definitely agree with you, I hate it when I out level something that looks awesome. I'm not sure I like the idea of every item leveling up with the character, though. A broader range of stats makes it possible for you to play the game in different ways (whether you want to focus on crit, or dexterity, or just make it impossible for enemies to dent you). While I like the idea of playing with whatever you want to wear, I still think gear stats and attributes should vary. In just my opinion, I think something along the lines of a transmogrifier would be better. Perhaps that's something a mage in your party could specialise in? Or even just armour dye. There's nothing I hate more than to wear mismatched armour. heh.

Only if it has a fancy name. I don't think 'superior leather armor' is worthy of ranking up with you.
