As for gambling in the Hanged Man I thought they played Diamondback and Wicked Grace. In fact even dog played Diamondback. Varric claimed he was better than Anders.

EDIT: I was homeless periodically during childhood and teenage years (and periodically up to present age). When I was young, there was a bar I'd sleep in because the owner thought I was deserving of help and there were no homeless shelters in that city.
Also as far as I know, a tavern from centuries bygone might have a few people sleeping over. Realistically speaking, there would be floor blankets, cots and hammocks for unpaid stay-overs assuming the guest was reasonably clean and has been buying drinks and meals. It wouldn't be as comfortable as an inn but might be cleaner than one would guess.

There was no gambling at the Hanged Man. That's about the only thing that was lacking.
Honestly, though, I detest gambling mini-games. I'm a terrible gambler and mini-games just take up space that could be better utilized with more quests, companion banter and other junk that the game does a lot better.
