If you were the creater of DA and you wanted DA 3: Inquisition to blow every other RP out of the water, how would you do so?

Spend inordinate amounts of time and money to polish gameplay and the storyline. Test and retest every feature, fight and interaction so that they flow seamlessly and without hindrance. Provide the deepest level of content possible.

Unfortunately the amount of people, time and money available for game development is generally fairly limited, so let's hope they make the best use of what they have.

The three C's - characters, combat and customization, if you get them right your onto a winner.

For me its the characters and story I'm most looking foirward to seeing, If Bioware get them right we're all in for a treat

Take the DAO construction kit to create the environments because you don't have to reinvent the wheel with every new game and put all resources in an amazing story, which blows you away.

I would be fine with that, but it is only my opinion.

Make it so that combat requires actual tactics, players who don't want (or can't) learn these tactics would be required (and prompted) to drop down to Casual and it would be almost a complete necessity to survive combat on Nightmare to get a combat walk through or strategy guide.

That would certainly make the game stand out amongst the trend of games to be so easy, five year olds can beat them if they bang on the keys fast enough.

The first thing i would consider is the graphics as they are in competition with CDPR and Skyrim so they need to up the graphics to a higher grade than DA2 but i think they have already decided to use a new engine with upgrades so hopefully this will be enough.

The second thing to consider is the choices in the game have to have more meaning as in DA2 they were about the worst you could get in an RPG and considering TW2 and the choices in the game Bioware will have to do something special just to compete in this department let alone pass CDPR.
Bioware has to be aware that the people who play mature RPG's want more than lets get laid, they want more sophisticated solutions and also solutions that do not always end the same whatever you do.

On the combat side i think DA2's combat is better that TW2's and Skyrims so i don't think there will be any problems in that department.

So in my opinion Bioware will need to realise that they will need to do the very best they can if they want to compete with the TW2's and Skyrim's that are going to be made in the near future. If they need more time then that's what it takes.

Rpgs aren't about graphics or consoles (though they help!) they are about story choice! i would spend most of the time and money on writing and designing. So that the story would be worthy of Awesomness!!!!!!!

First, congratulations for being a d#ck.
Second, if you have problems with DA2's story, you should complain about the whole writing team.
Third, if the problem is Anders (which I think it was written by Hepler in DA2, and could match your Twilight reference) I think that you should, again, blame the writing team, since I doubt that Hepler decided his role in the story.

I would concentrate on character customization, having as many meaningful choices during the story as possible, and opening the world up a bit. Not go full sandbox, but allow a little more free travel than previous games did. It would also be nice to see the immediate world react to what the protagonist does. If NPCs should notice that you're using magic, have them react to it in the appropriate way.

And finally, try to write an epic story with just the right amount of humanity and nuance for the protagonist and companions, as well as other characters they encounter. I thought DA:O did a good job of this, but DA2 leaned (I thought) too heavily on personal stories and not enough on epic. I liked the more personal stories in DA2, as well as the characters, but I still think DA:O carried off the balance I enjoy a bit more.

"Best game" is highly subjective, unfortunately. To me, an RPG is lots of dialogue, lots of responses that help you shape the PC, and lots of branching quest options. The problem is that that's expensive, especially when so much of your budget goes into making the game look good. So, I guess I'd just have a gigantic budget.

I'd create a world vibrant and believable like Skyrim's, though not necessarily as big, with NPCs with daily routines, night/day cycle, each house or building can be visited... BUT with BioWare-quality writing (= NPCs and companions with a strong personality) and C&C.
